New hard drive wont instal windows 7 64bit?

I just bought a new WD 640gb hard drive because my old on failed. When I put the disk in starts to instal windows then when it gets to step 2 retrieving something it just stays at 0% I tried restarting it 3 times. No fix. So I left it over night. Still at 0% any thoughts. Thanks guys.
