What did Michele Bachmann mean when she said she voted for the Ryan Budget but with an asterisk?

It means she's trying to both appeal to a group of foot-stomping fools as well as those who think, incorrectly, that she's a legitimate politician with valid ideas who possesses an understanding of how they could be implemented.
