How can i get this thing off? (pic included)?

You may have 1 of te old compression valves. Meaning that 1 in your picture is the compression nut that screws to 2 the valve. So try holding 1 while slightly applying pressure to the right & tun 2 to the left to loosen the valve. You might also want to apply a little bit of heat to the valve to help break the seal. also make sure that there is no water pressure on the valve. Yo say the water is off but did you open a faucet to release any built up pressure? This is a common mistake that people make. Also try a little brake fluid to break the seal, wd-40 is not penetrating oil.
